Üldsätted

§ 6. Tööturuteenuste osutamise põhimõtted
(1) Tööturuteenus peab soodustama tööotsija töölerakendumist ja tööandjal sobiva tööjõu saamist.
(2) Tööturuteenust osutades lähtutakse tööandja vajadustest ja õigusest vabalt valida endale tööjõudu ning tööotsija vajadustest ja õigusest vabalt valida tööd.
(3) Tööturuteenust osutades võetakse arvesse tööturu olukorda ja prognoose selle kohta.
(4) Tööturuteenust osutades teevad koostööd riigi tööturuasutused ning eraõiguslikust juriidilisest isikust või äriregistrisse kantud füüsilisest isikust ettevõtjatest tööturuteenuste osutajad, arvestades tööandjate ja töötajate organisatsioonide ettepanekutega.
(5) Tööturuteenust osutades ei tohi teha eelistusi ega piirata tööotsija õigusi, lähtudes tema rahvusest, soost, vanusest, puude liigist, seksuaalsest orientatsioonist, nahavärvist, rassist, sotsiaalsest päritolust, ühiskondlikust seisundist, usulistest, poliitilistest või muudest veendumustest ega töövõtjate või tööandjate huvide esindamisest, välja arvatud juhul, kui see on ette nähtud teiste seadustega.

§ 28. Seaduse jõustumine
Käesolev seadus jõustub 2000. aasta 1. oktoobril.

Chapter 1
General Provisions

§ 6. Principles of provision of employment services
(1) Employment services shall facilitate the engagement in employment of persons who seek employment and assist employers in finding suitable labour force.
(2) The provision of employment services shall be based on the needs and rights of employers to freely choose their labour force and on the needs and right of persons who seek employment to freely choose work.
(3) Upon provision of employment services, situation in the labour market and forecasts concerning it shall be taken into account.
(4) Upon provision of employment services, state employment offices and employment service providers who are legal persons in private law or sole proprietors entered in the commercial register shall act in co-operation, taking into account the proposals of organisations of employers and employees.
(5) Upon provision of employment services, preferences shall not be given, and the rights of persons who seek employment shall not be restricted on the grounds of their nationality, sex, age, type of disability, sexual orientation, colour, race, social origin, social status, religion, political or other beliefs, or representation of the interests of employees or employers, unless it is prescribed by other Acts.

§ 28. Entry into force of Act
This Act enters into force on 1 October 2000.
